ftp_ssl_connect
ftp_systype can be a good way of checking the state of a connection, since PHP doesn't have a better system to check the state of an ftp connection (is_connected would be nice).

ftp_systype — Returns the system type identifier of the remote FTP server
Description
string ftp_systype ( resource $ftp_stream )Returns the system type identifier of the remote FTP server.
Parameters
- ftp_stream
The link identifier of the FTP connection.
Return Values
Returns the remote system type, or FALSE on error.
